I have never had this problem and it just resently has happened. I even reinstalled the program. I have checked localhost by pinging, and it's pingable. I tried contacting my FTP on the machine under localhost, as well as an HTTP test server on the same machine, both contacted localhost with no problems, so why should Boinc not able to connect?

I do not have a personal firewall on my PC, instead I use an external firewall in my router, so it's doubtful the port could even be blocked. however, what port does it use to connect to localhost? Is there a service in windows2000 Pro it uses, that another software may have disable? if so what services does it use?

I don't think that this is an IP / firewall problem, Localhost shouldn't go through the firewall and as a loopback thing it should always be pingable. It is more likely a port problem. Is there anything that might block remote control ports ?
