My experience with some projects shows, that a duration_correction_factor on project level can cause trouble when the application changes and the relation between rsc_fpops_est and the actual required fpops changed for that new application.

It would be better be by application.

It probably would be better by application, however at the time it was implemented it was decided that doing it per application had a prohibitive cost/benifit ratio.
