With version 6.10.58 I can run WCG with a resource share of 100 with another project share set to 0 and it will only download word for the other project if WCG goes offline or runs out of work.
With 7.4.28 the other project will not download work. I don't wish to set the share to 1 or higher, it is only a backup project.
Why was the new version changed in this way?

It was a bug. Try the latest version of BOINC (7.4.36).

v7.4.36 has been promoted to 'recommended' - the standard download page will show it.
