I'm just wild guessing that they can't do maintenance because of that.

Nope, it isn't. There have been many private members bill over the years but none have passed. They may make it a federal holiday in the next year, but that would only effect federal employees and companies under federal regulations like banks. Each province determines which holiday is observed in its province.

We just go out to the cenotaph on this day every year.
