Thanks in advance for your help, also please be detailed as much as possible if you need me to do something. Such as, don't just say give me "x" log file, please give step by step instruction on how to obtain "x" log file.

My problem is as follows: under advance preferences i have computing allowed only after computer has been idle for 1 minute. The problem is it never starts computing. BOINC manger reports that computer is in use and it doesn't matter how long i let it sit there/locked/ect... it never resumes computing.

INFO: Ubuntu 12.04 Precise 64bit, installed BOINC using software center and the metapackage for client and manager. Boinc manager version 7.0.27 (x86) wxWidgets Version 2.8.12. Custom built computer with original asus crosshair 590 motherboard, amd phenom 9950 cpu, usb keyboard, usb mouse.

Is there a PPA/repo that gets updated more often than the standard ubuntu repos?

Check the 'Activity' menu in BOINC Manager.
What happens if you select from there 'Run always'?

On Windows the process boinctray.exe is needed to detect when the computer is in use or not (detects keyboard or mouse activity); I don't know is it needed on Linux.

Can you post the contents of global_prefs.xml and global_prefs_override.xml

To find the files: in BOINC Manager hit Ctrl+Shift+E (or find 'Event Log' in the 'Advanced' menu)
Look at the beginning of the log for line like this:
30/07/2012 03:34:07 Data directory: H:\BOINC-Data

(the files are in that 'Data directory')

http://boinc.berkeley.edu/wiki/Advanced_view#The_Event_Log_window

You can also post the first 30-40 lines from the Event Log

A fix for the idle detection under Linux was added to 7.0.29, so if you can update to that or to 7.0.31; if you cannot, then you can only wait.
