I think God designed the universe to make it very hard to reach another civilization so that each could grow up without fear of being conquered or interfered with.
By Design any civilization that survives the test of time to reach the tech level needed to affect other worlds should by that time learn the proper way to grow Is
by joining and advancing other races not dominating them.
