Description	Trying a scenario where BOINC runs one project on a GPU, 2 projects on the CPU. One of the projects on the CPU has no work, the other project at RS 0 should ask for work, but doesn't. Seti RS800: GPU. Pirates RS800: CPU. WCG RS0: CPU.
