I have a Toshiba with a ATI Radeon 3100 Graphics. Do I need to install any other drivers? What are compatible. Please help!

I downloaded BOINC today with the hope of accessing SETI@ Home. However, for the past five hours, when I try to attach the SETI program using the BOINC manager, it keeps saying it is temporarily unavailable. Is there something wrong with it?
