Ok, so back to my first question. If Projects B and C have no work, but are not suspended, is Project A getting 100% of CPU time, or 33%?

Basically what I want to do is give preference to one project. So, say I want Proj. A to have preference, meaning if Proj. A has work, no work will be done on Proj. B or C. However, if Proj. A has no work, Proj. B and C will be allowed to run. Possible?

So, I have three projects running, with resources divided between them equally. Two of the projects currently have no work. Does this mean the project with work is receiving 100% of resources? Or is it still only receiving 33% of resources?
