Are you using a intel 530 GPU? if so it is the newest driver from Intel is causing the problem. A work around is to roll back the driver. Start Boinc with the old driver and then with Boinc running upgrade to the new Intel driver. Down side is you have to repeat every time you stop Boinc or reboot the computer. Or just run on the old driver and don't upgrade until something gets fixed. Intel must have changed a call procedure.

I just installed Boinc 7.6.22(x64) on a clean windows insider build 14372 and the most processor the program will use is 6-8% per logical processor @ 750 - 1000 MHz (Intel(R) Core(TM) i5-4300U CPU @ 1.90GHz, 2501 MHz, 2 Core(s), 4 Logical Processor(s)) on a Surface 3 Pro. Wondering if anyone else is running pre release Windows 10 builds and having similar issues. Previous builds seem to have run correctly.

I am running 6.6.31 on Windows 7/64 The application snoozes correctly but does not shut down the running Boinc applications when I exit Boinc Manager. This is true even when I have 'Stop running science applications when exiting the Manager' selected. The easiest way of suspending/resuming multiple tasks is to use the control key and select all the ones to suspend before selecting Suspend. Do the same to Resume.
