I am using Boinc 7.2.42 x64 on a Bodhi Linux 4.2 x64 box.
I installed boinc-manger and boinc-client via apt-get install as usual and runs fine.
Only problem is it only runs when choosing "Run Always"
If I choose "Run Based on preferences" it never runs.
As usual I select to run only after 3 min of no mouse or keyboard and less than 25 or 35% of cpu use.
At idle there is only 17% cpu use average.
I have many boinc machines but never had one with this problem.

It is generally not advisable to run boinc on a laptop, as the load and heat can severally shorten the lifespan of your laptop.
Not saying that it will kill it, IMHO and my own experience, it's put some older hardware in an earlier grave.,.
But it you really need to run it on a laptop or any hardware for that matter, you can choose to use less "CPU TIME".
In the Boinc menu choose tools, computing preferences, see other options and in the USE AT MOST line choose to use say 75% or 80% CPU time.
It will give the CPU a break at time to cool a little the lower the percentage the less it will work it and more time to cool and save power.
CPU at full throttle all the time uses more power and creates more heat.

On another note: if your battery is over 3 years old and is used with adapter plugged in most of the time, or has many cycles on it, may be time to invest in a new battery. You can also choose less COREs if you have multiple cores 100% is all
50% would be 1 core in a dual core etc.

I have same problem with Mint 18.1 and other previous versions.

If I stop boinc from task bar all is fine, it will restart, If I close from applet bar icon I get close and remember this setting check boxes, it won't even restart if I use those.
But I still see 100% CPU use after about the time I set in "start 3 min after system idle" . so it appears to be running in background even though boinc is not running.
Boinc is not running as far as I can tell. Not sure how to shut it down permanently if there is a terminal command to shut it down completely I would like to know.
I can always restart PC and then restart Boinc manager from programs menu.

Did you try un-installing Boinc and reinstall? All instances.
I have had this problem before.
It should retain your work units as they are kept in different folder.

I think a Win 10 update broke mine at some point.

Try Linux Mint :)

For some reason Boinc runs fine and all projects work, it for some reason doesn't stop while computer active, when "Run based on preferences" checked and preference is set to stop while computer in use and cpu is in use, as always.
It will only stop if the "suspend" is checked. But this breaks some work units sometimes, as in errors.
It's almost as the Manager is not connected to the client, but I start it with it, add projects and do almost everything it normally does on my Mint Distros, eccept stop it.
Don't know where to start here, but old laptop just used to do Boinc, as it has the dreded SIS video chipset and is pretty much useless for anything else. 1024x768 max resolution.

Also When I stop from the task bar I get the Exit Dialog window that asks "Stop Running tasks and Remember this decision check boxes and I click ok. It does close the window and and seems to stop client, but I am not sure it is.

If you are talking 80 degrees Fahrenheit that's perfectly fine, anything under 100 degrees is normal operating temps for any CPU. I've got file share boxes that have been running 120 degrees 24-7 for over 8 years and still run fine.
And that would all be relevant to ambient temps. If you in a nice cool house 70 degrees or so, any good quality cooler should do providing good case cooling is also addressed.

Never seen this on my Windows boxes. Running LinuxMint 17.3

Any Idea as to what this is?

I have an older IBM with perameters below.
With a nVidia GeForce FX5200 video card in the AGP slot.
I know it's not much but it runs fine and just sits there doing nothing but crunch BONIC projects, just wondered if I could do better with a GPU that would be able to crunch as well.
I can't add more RAM about the only upgrade I could do is GPU, since it's IDE and fastest CPU for MB.
