I needed to use the Microsoft fix tool referenced there.
After that Boinc 7.16.20 installed and my settings were kept. Pffff....

I just downloaded the (Windows 64bit) 7.16.20 version without Virtualbox from Boinc manager. It's an exe file. When running it complains about not being able to find the .msi file and I have to abort the installation.

What's the fix?

My Boinc computing preferences are:
- use at most 67% of CPUs
- use at most 5% of CPU time

The hint of that last setting explains what is happening: computing is suspended for some time, then starts, the CPUs kick in, get hot and the fans start blowing.

For a test, I resumed Seti@Home and started CoreTemp.
My 6 cores are at 40-45C, total system CPU fluctuates 10-30%.
Boinc kicks in approximately every 20 seconds, for a period of a few seconds:
Total CPU goes to something like 97%, core temperatures shoot to over 80C (CoreTemp gives this an orange warning color).

('For fun': change setting to 50% CPU and my core temps swap between 50C and 90C every second with the fans following).

I don't want my cores to get this hot, and I especially don't like the continuous on/off fan noise from the PC.

Is there a way to have Boinc (projects) running at a continuous CPU rate so that:
a) my core temps are stable so that my fans runs continuously with an acceptable noise level;
b) computing is still effective (3 out of every 20 seconds does not seem so).

PC is a Dell Precision 3630 Tower
Intel i7-8700 CPU at 3.20 GHz, 32 GB ram
Running Win10 Pro
Boinc version 7.14.2 (x64) running as a system tray app on startup

I don't know if this complicates things or narrows it down:

I have the suspicion it is an interaction with VMWare Player.

I'm not running Boinc *in* a VM, Boinc *and* VMware Player are on the same host.

- Any mention of a reason in Windows Event Viewer?
==> The application log only shows 5 entries on 23/1 for succesful installation

- But does that mean you installed as a service, or as a user installation?
==> It runs under my normal user account

- Have you moved the install paths to elsewhere?
==> No

- Did you install at any time a 32bit version of BOINC and later updated that to 64bit?
==> I don't remember. If so, a long time and many updates ago.

- Also, is this BOINC with VirtualBox or without?
==> Without

And I noticed something else (both times): the issue is not resolved after one reboot; it requires several reboots (days?) to 'settle down'. My PC refused to lock and did not shut down properly both on Tue 27/1 and Mon 26/1 (update was Fri 23/1), it locks fine today Wed 28/1. Weird.

I just updated my 64-bits Boinc to version 7.4.36 on a Dutch Win7 64-bit OS.

After that I have the following symptoms:

- Windows SP1 64-bit not shutting down completely; all icons are gone, the background image is still on the screen, the HD light is only flickering occasionally. I arrive at the office next morning and it's still this way ;-)
- Lock screen no longer works; either through the start menu or the Win L key combination

This happened before when I updated to 7.4.27

All default update settings, I just 'click through'.
