1) Message boards : Questions and problems : BOINC no longer requesting work. (Message 99804)

I haven't heard of Neon before, so I went looking for info, and found this: Neon: A Wannabe Linux Distro For KDE Lovers.
The 2nd paragraph says:
Neon looks and feels much like a Linux distribution, but its developers assert quite openly on their website that Neon is not a real Linux distro. It just installs and functions like one -- sort of.
So it may be a case of "Roll your own BOINC" for this OS.

According to this line, BOINC thinks that it has quite enough work already:

I notice only now that according to the home page, SETI is now in "hiberation" mode.

Since when is it in this novel state?

Sleepy

Since that post was made.
And it's repeated in the first post in this thread: Seti@Home in hibernation.

Things change, and you need to change with them.
Try doing as Keith said, and see what that does.

11) Message boards : Questions and problems : why does boinc use all my bandwidth (100% upload and download) while the manager is running even if everything's suspended and there's nothing in transfers? (Message 99568)
Posted 9 days ago by Les Bayliss
Post:
I've found some Projects I believe BOINC@TACC acts as a P2P every time I see it running I see my bandwidth is used constantly. Never shows up in BOINC Transfer.
From Task Manager.

Does any of this usage show up in the Event log?
(cpdn sends some data as an RPC, but it's not often, and only a few hundred bytes.)

But WCG still does not show up in my FreeDC stats.

There is also this these days: GDPR Compliance

So, have you found this on the WCG site, and accepted the conditions?
Otherwise, they won't include your results in the stats exports.

I've only got one CPDN task across all machines currently and that has a deadline of 15th Feb 2021, so it's not going to compete for a long time methinks!
The problem with the long deadline, is that the researchers use a different method.
Once they have enough results back, they can close the batch of work, and then people just keep on processing it and accumulating zip uploads for no useful purpose.

All of which has been discussed on the cpdn message board.
