Found a workaround not a fix . Need to run Boinc Manager in admin mode from this post .
https://learn.microsoft.com/en-us/answers/questions/1027852/windows-11-22h2-thread-director-issues-with-intel?page=2#answers
But here's the thing, BOINC Manager only shows the output of the client, BOINC.exe
It's just a GUI, a graphical user interface, it doesn't do anything with regard to the tasks running. Those tasks run on science programs made by the projects, which are started and stopped by the BOINC client.

So, while I agree that it's a funky thing where the E-cores are being used while they shouldn't, it shouldn't have any impact with running BOINC Manager on the desktop, or minimized.

I'll try to get the developer over to this thread as well as the other.

Its how Windows sees Boinc . When its open on the desktop it runs it as any other app . but once you send it to task bar or hidden icons it sees it as a background app . Now I do not know what the difference is . Not sure how running it as admin works but from the time I started doing that it has run like it should , P-core then E-cores after P-cores are used up .

Richard Haselgrove
That was a good read even though I do not know what there fix for it was or if they had one . Not sure how to do this ( set windows to favor background tasks ) I looked it up my computer is set like its shown . .

In https://boinc.berkeley.edu/forum_thread.php?id=15398 we have someone with the same problem, and I feel like it's something caused by the CPU in combination with Windows. You both have the Intel hybrid-CPU with E- and P-cores, and this is not happening on "normal" CPUs with just cores (Intel and AMD).

Think I mite know whats going on
The operating system, with the help of Intel’s Thread Director technology, identifies the nature of each task and assigns it to the appropriate core type .This is from this article .

https://computercity.com/hardware/processors/what-is-e-cores

So it looks like its both the CPU and win 11 not playing nice with Boinc WUs . But would be nice to find a fix because most intel's CPUs now have p-cores and E-cores . Looks like for some reason E-cores are getting assigned to the tasks when they should not . Way I think it should be is Boinc should use P-cores tell there all in uses then add E-cores . I have no idea how to make that happen its just my take on what I have found out . Not sure if changing some code in Boinc can fix it or if intel and Microsoft needs to fix it..
Edit
Found a work around not a fix . Need to run Boinc Manager in admin mode from this post .

No I have not and should not have to figure out how to do virtual desktop . The program should work with out doing any thing but installing it . Now not sure its not something with Win11 its buggy as all get up . I am pretty sure its not sending them to E cores because my CPU package TDP drops too along with the CPU Utilization . And E cores should still pull more then 35ish watts . I just opened a program that shows % of core usage I have 3 4 core genefer 21 WUs running right now I am showing all cores at 60% P-cores 59% E-cores 80% . Going to move Boinc Manager to second monitor , P-cores drop to 3.5% E-cores jump to 99% .and all cores drops to 22% . I used HWMonitor to check CPU % ,

I will try and get every thing needed here .Version boinc_8.0.2_windows_x86_64 . , Running latest win 11 updates . Did this before latest updates though . Ok when I move boinc manager any where Like to taskbar or to hidden icons and even over to second monitor or change it to simple view . It more or less down clocks from like 60% of the cpu to 20% the 60% is 12 of 20 cores . I only see it mostly on real long WUs . I really can not leave the app. open on my desktop its kind of in the way . I tried hiding it behind programs on off screen same thing it down clocks cpu .Some times restarting it will put it back like it should be crunching but a lot of times I do a repair on it . I only notice it on long WUs like Genefer 21 from PrimGrid .. I will have to check if some of the longer ones from yoyo@home that show 50 to 60 days down clock to But i think thats a bug think they are done or error out in a day or so . . Because if I restart the client there gone . Just checked can hide it on main monitor behind like this page and can have it on simple view well sorta it still down clocks just not as much .

I got it figured out all email have to be the same to get the same CPID . Well over at WCG for some reason I can not use the same email I use back in 2011 . For some reason they get a .

Your email provider refused to accept an email from us for the following reason:
Spam Reporting Address

You must enter a different and valid email address before we will attempt to send you email again.
So I did use a different email and with it my CPID will not change to old one . I can no longer post on there forums because . In order to post in the forums, you must first verify your email address..
I am not going to change my email any more I tried to send them a message though there Contact Us page but think it a error out at least that is what next page told me . I will give them a week or 2 then I will delete them not that I want to .

Ok I once had a account at WCG they lost it deleted it what ever its no longer around . I made a new account there but now my Cross-Project Id: is not the same as for every other project I crunch for . There is a
Merge CPID tool on signature.statseb.fr . The only option it gives is to merg WCG with like Primgrid or one of the others I crunch . I could find no way to change the Cross-Project Id: in the client .
Starting to think I am spinning my wheels and should just drop WCG even though I do not want to . I have sent them emails this is most likely last try to figure out how to put the 2 Cross-Project Id: numbers or change the new one over to old .Kind of hoping some one is smarter then me and knows how to do it

Do not feel alone this is second place my acc went puff . I had to make a new acc with same email . My password thing says I made a acc Apr 24, 2014 . Kind of think its tied to WCG losing my acc too . Here and there are only 2 that I know of as of now . Some of the places I use to crunch for are no longer around .
