Hello,

Could you tell me what is the global preference to change the suspend period (of 60 minutes by default) when a user right click and suspend (mise en veille) the boinc manager.

There is no preference for this, it is a fixed value in the executable (Manager, I guess).

However you can work-around it using the boinccmd executable.

Snooze time set by user comes in a next BOINC version, probably in BOINC 7.
