I just recently added FreeHAL to the list of projects I'm running and have noticed that it appears to operate 24/7 (if there's work available, of course); it doesn't stop BOINC from simultaneously switching among other jobs, however. In other words, one "BOINC-selected non-FreeHAL" job is running at the same time as is a FreeHAL job. (BOINC 6.10.43 running on WinXP SP3 with one CPU.)

What's up with that? :-(

FreeHAL is a CPU-non-intensive project, meaning that it won't actively use the CPU in such a way as Seti or Einstein do. It'll run constantly in the background of other processes.
