What is the best way to do this? Right now I have two accounts, and when I'm logged onto my guest account, CPU usage goes to 100% because the admin account goes idle.

How do I stop this from happening?

Thanks in advance - I need to fix this if I'm to keep running BOINC on my main machine.

As long as you're not using the GPU for any calculations on Windows Vista or Windows 7, you can install BOINC as a service (protected application execution).

Mind, if you run Windows XP, you can install as a service and still use the GPU. It's only Windows Vista and above that can't do this.

I'm running windows 7... I think the best compromise is just to drop my projects that are using my GPU (its only 1 anyways, its ATI) and go CPU-only until this is fixed (I hope it is fixed some day).
