I currently need libboinc.lib and libboinc_api.lib for cross-compilation to Windows; compiling with Visual Studios is not an option.

What are you trying to compile, and why?

In any case: whatever compiler you're using,
you can compile boinclib yourself
(the source is in boinc/lib/)

Cross-compile the libs themselves, why not?

A .lib compiled from visual studio will probably not work with mingw, which is probably what you're using to cross-compile.
