Running Windows 11 Pro 64bit v 21H2 build 22000.918 with Boinc v 7.20.2(x64) wxWidgets v 3.1.7 with an AMD Ryzen 9 3900X CPU. Tasks such as Milky Way and Climate Prediction are barely running. For example, Climate Prediction was running all night and only show 2 seconds processing time. Same for Milky Way. Never had a problem running tasks before as they ran very quickly, using a lot of the CPU cycles.

That will do it. You essentially tell your system that as long as ANYTHING else runs on the system, including the operating system, that BOINC should suspend.

Up this value from 5% to something much higher. It shouldn't be used on a desktop (set to 100%).

I upped the value to 25% although the 5% has been the norm since I started BOINC 20 years ago and processing was great until lately. I'll reply again when BOINC has a chance to run.

Before you go to bed,

1) Check the Windows 11 power management settings, to make sure the computer isn't going to sleep when you do. (you weren't running either Windows 11 or BOINC 20 years ago).
2) There's a nasty little catch-22 on the BOINC preferences screens these days:

Website version:
Suspend when no mouse/keyboard input in last --- minutes
Manager version:
(my emphasis)

Read that carefully - yes, DON'T do any work when you're not working either. It sounds wrong from the perspective of someone like you, but it's there for a purpose. You should avoid it.

Upping to 25% seemed to work. Wonder if Win 11 is doing something in the background lately that wouldn't allow processing to proceed. Will set some logs to see what's happening.

One question that has me curious.

Where do you get those preferences from? What kind of site is that for you? Because to me it looks highly suspicious in its behaviour. it certainly isn't a known BOINC project. So how did you get that link? And shouldn't you just to be safe otherwise change it to a certified BOINC project?

Agreed, user need to change settings to a certified project that won't go away tomorrow.

dhep[]ga was a short lived BOINC project back in 2018. Currently it's a 'parked' domain for sale according to domaintools.com.

I only see 4 viable projects with work and that are still running in his log output. He needs to remove all the extinct projects.
