I've always used local computing preferences ... but if they did, which project takes priority?

The project where you last made the changes will update the "global" preferences upon next contact with one of your PC's.
Eventually it will be copied to each attached project's global pref's as your PC's make contact with them.
Example: you update the global pref's at Einstein, One PC make contact with Einstein, It will then update the global preferences on that PC. That PC contacts Universe, Now your global pref are copied to that project.... etc.
