I have never run VB from Windows, but have started a second instance of Ubuntu in a VM using VB and I imagine the process is pretty similar. Download the Ubuntu or other distribution iso, double click on it from VB then follow the on screen instructions. Then if wanting to run tasks for CPDN look for the instructions on their forums for installing the requisite 32 bit libraries. At some point there will be OpenIFS tasks which are 64bit but the latest test batch all failed. I think there will be another shortly but I am starting to think of them like nuclear fusion which has been about 15 years away from commercial viability for most of my life!

It may be time to move that discussion to a separate task as it has nothing to do with the original title.

Regarding the issue:
BOINC manager needs a library that is not yet installed on your guest.
Assuming you installed Xubuntu you would need to find an Ubuntu/Xubuntu repository where you can get the libwx...3.0 packets from.
You should make yourself familiar with those standard procedures as issues like that happen regularly.
I's basically not an error but the maintainers of Xubuntu decided not to deliver everything in the installation repository to keep it lean.

To control the BOINC client inside the VM you could use the BOINC Manager on your host or on any other computer that can reach the VM via network.

The 32bit libraries are only needed to allow the (in this case CPDN) project's 32bit application to run on your all 64bit operating system and CPU. By default these aren't installed on a 64bit Linux because the maintainers behind this distro assume you only run 64bit applications.

Any libraries you need to run BOINC itself were used by the package manager who built BOINC for your Linux distribution, that he included in the build. These libraries should be in its installer, and if not, then you have to contact the maintainer. But the best thing to do here, if you still want to continue is use Gianfranco Costamagna's version. He builds most well maintained versions of BOINC for most distros out there.

I don't know much about Linux either, but Gianfranco has a helpme option on his site: click on the link "Technical details about this PPA" and a dropwdown menu opens with what to do, beginning with selecting your distribution's name and version.

That's all done via the GUI.

As for why: to keep the OS lean and quick.
Windows is bloated as F with all the drivers and libraries on board, and even when you install Windows clean, you're still required to install all kinds of .Net and other library packages to get the simplest of things running. Even videocard drivers require most of these library packages to be installed, else you can't use their GUI.
