I don't use Windows or run on Android, so I'm guessing here.
I did a search on: firewalls that allow local connections
and one of the results may help you: Windows Firewall: Allowing or blocking applications

Lots of other posts too.

Adding "Android" to the search term gives me this: Android firewalls that allow local connections
which gives me this post: 10 Best Free Firewall Apps For Android in 2022

also this post:The 5 Best Firewall Apps to Secure Your Android Phone

There's also an ad on the side of the second one: The 4 Best Stretching Apps to Improve Your Flexibility, but that involves physical excercise. :)

Yes. Rooting can allow you more control over your Android device. Found this article on what is Android rooting to get more ideas.
