I noticed the other day my computer hitting the fans heavily whilst I was using it and then I noticed that BOINC was running stuff in the background.

This is despite me having Run Based on Preferences set and Suspend when computer is in use set.

Has anything changed here recently?

Boinc manager version 7.167 x86 for running on Windows 10.

"In use" means mouse/keyboard input in last [ ] minutes. What figure do you have for that? Not sure what happens if you leave it blank or put 0 in.

Yes, Boinc needs a certain CPU percentage of non-boinc activity, for a certain amount of time, before the limiter kicks in on the CPU.
GPUs (I think) will just continue to crunch full blast anyway.

BOINC does not do ANY of the calculations - it is the applications provided by the projects that do the calculations.

As has already been explained "Computer Usage" is use of the mouse or keyboard and not the use of the CPU - it is possible (probable?) to have a video stream which is soaking up a lot of resources not be seen as the computer being used.

I had my "In Use" to three minutes, but it was still running even if I typed or moved the mouse.

However, it seems to be OK today and is paused as expected, although I absolutely shut my machine done between it not working properly.

And yes, I do note it kicks in sometime when you don't want it to,. particularity noticeable when using my virtual reality headset! If I forget to shut it down before donning my HMD then three minutes into a VR session it gets very vomit inducing as the headset lags all over the place!

Use the exclusive applications option to set that BOINC is completely paused as long as program X is in memory.

Thanks yeah, I added the Steam VR Client.

However, BOINC is doing it again today, staying in an active state even though I'm using the keyboard and mouse.

I suspect now it's related to having another Windows 10 user signed onto the machine, but I need to do some experiments to verify this.

There used to be an option in the Advanced section of the install process, for not allowing other users to run BOINC, or something to that effect.
3rd screen in.
Been a long time since I ran Windows, and BOINC has changed a bit as well.
