I downloaded it off of Minecraft@Home, and once I started it, nothing happened, and it just went into not responding. After I closed it and relaunched it, It's just been sitting at "Communicating with BOINC client. Please wait." and it's been like that for about 30 minutes. Is this normal?

Windows, 64-bit. I did some more digging and found that you need to open a port for it to actually work, so that's probably the issue.

No, you shouldn't need to do that, unless you have a very strict firewall policy.
Instead, open BOINC Manager, View, Advanced view, Options, Other options... and check that "Run the client?" is checked. If it isn't, check it please. Press Save.
Then exit BOINC Manager and start it again. Does that fix the problem?

If it doesn't, can you check in Windows Task Manager, Details, that boinc.exe is running when you start BOINC Manager?

Seems like I had similar issue.

In my case, restaring my PC helped.
