It seems that you either just "goggled" that link to make your point, or you failed to read it fully, or you failed to comprehend what you read.
So...
Intelligent Speed Assistance systems use either a video or a GPS-linked system to detect speed signs.
The system will then alert the driver if they’re going over the speed limit, and if the driver doesn’t slow down the speed limiter should intervene. It does this by limiting the engine’s power, rather than applying the brakes.
...ISA is software & we are all aware just what that means to the transport industry.
Software can be hacked & governors can be altered.So...
...GPS & cameras do not control governors.

There is no way that it took 5 days to get to a main distribution centre & then to a courier depot near the buyer (which in my case is approx 15m drive away).
Maybe they sent it in parts and Amazon had to assemble it, but couldn't find someone with experience to do so within time. ;-)

Hot damn. I just watched the last episodes of Season 4 of Stranger Things and I can't for the life of me fathom how they're going to get out of this in season 5. Nope, not giving spoilers.

No, I'm telling you the speed limiters that are going to be introduced to cars will use a camera and a GPS to tell what speed they should limit you to. So block those inputs and they cannot limit.
The very quote you just pasted says "use either a video or a GPS-linked system to detect speed signs" - so yes, the governors are controlled by GPS and cameras.
It also included this:

Please note a very "special" word in that: should.
So if the software fails, the limiter will automatically limits the engine power to what it has been set at.
For example: Limiter set at 65mph but software sees that the speed limit at the point it wants to act is 50mph, guess what...
...it won't slow down.
Or even better, the software fails so does the limiter if it is directly linked in to the software.
Think about that before you post a retort that will show you up completely.

Good morning gentlemen.
ROFPMSL.
There are only 2 ways to disable a speed limiter.
1: Reprogram the ECU.
2: Remove sensors from transmission.

Back to Amazon/DPD.
08:59 Ding Ding (incoming text)
Your delivery will be between 11:24 - 12:24.
If driver apologies for delay, will just tell him that it's not his fault but that of management/Amazon.
Arriving at local depot at 15:17, there is no way that will be delivered same day.
It used to be that any overnight deliveries (up to 2 am) were scanned, sorted ready for divers to load their vans at 4/5/6/7 am that morning.
Very much doubt that schedule has changed much.
Now searching for a way to send Amazon a complaint. Not easy on it's website. Their "chat" bot is useless.

Comes down with a sack barrow & a very big parcel on it.
Delivery for neighbour.
Sheesh.
Now I'm really wondering.

DPD delivery of new printer cartridges due in one hour slot 12:01-13:01 today. DPD van appears 09:30. Like you delivery for next door. Ten minutes ago (11:05) 7.5ton DPD van pulls up. I go down to answer door, to see delivery guy walking away to tell me he has left it on back doorstep. No attempt to knock on door or ring bell! Perhaps I should be thankful it was the cartridges I ordered? Now, what will happen with the DHL one with 25KG of flour for my break making this afternoon? (due between 16:31 and 17:31.)

Had that many times in the past with Ebuyer using Yodel" as courier.
Only difference with those, no goods left.
What actually happened was that driver arrived, saw security entrance to flats, drove off.
The last time it happened, I managed to see it, so checked on Ebuyer.
Account stated "delivered".
WTF?
Contacted them & got told driver left card in post box & stating goods (new monitor for customer;s rig) was left at the local Post Office.
Customer was with me & even he thought it bad. Drove me P.O. & collected.
Contacted Ebuyer by phone, explained what happened & let them know that my customer also witnessed driver driving off without attempting delivery, they asked to speak to him.
I later learnt that they sent him a goodwill payment of £10 to cover fuel used.

Even worse was the one several months after that delivery, had a great order from a self employed accountant wanting a new rig (He'd seen several of mine at the office he was currently working at.
Paid for order up front (he got a nice refund as total order from Ebuyer was much less than quote).
Got delivery date - goods turned up. Every component except one.
The Case.
Yodel as usual, except this delivery was in courier's own car instead of a van.
Case wouldn't fit in car as no space.
