It could help effectively use my laptop: e.g.: I want to provide 80% of CPU when I'm not using my laptop and 20% when I'm using my laptop. I need each time when I'm using laptop to set minimal CPU usage but when I'm stopping to use my laptop I need to increase CPU usage again

There are controls for the gpu to achieve that in your Preferences. But not for the CPU. Only global % can be set. There is a BOINC github development issue raised on this problem of allowing finer cpu controls but it has not been implemented or pulled into the code yet.

If you have a quadcore, it can be set to 75% (3 out of 4 cores running at 100%), plus, if you're running any program, boinc will slow down any running projects, to accommodate the need of the program you're running.
