So I found a video displaying how to enable all 8 cores on a Jetson Xavier device, explained around the 6:04 mark of the video to around 7:35.

The commands are Nvidia Jetson specific, but I'm thinking that they're just commands that use other commands to enable the cores.

So I wonder if the same can be done on other ARM devices, including Android based devices (not the Nvidia commands, but perhaps some more advanced Linux commands)?

That's going to be highly dependent on the types of core - it appears that those on the device being demonstrated are all the same, which is unlike many phones & pads. But it is always worth a try.
