I’m running win server 2016 and I switched out the hard drive that BOINC was on to install a raid 5, bot now I can’t even reinstall the program. I keep getting an error saying that it failed to add user to the boinc_admins group.

Addendum: my server shows the error ID 1013 With the source as MsiInstaller

Before BOINC can be upgraded / re-installed, it, (or, perhaps, MS), needs to know where it was before.
This information is in the MSInstaller file.
And when this "goes missing", as often happens during clean ups, there's trouble.

This has been discussed many times on this board, so an Advanced search for that word should come up with something helpful.
