Yesterday I installed OpenSuse Tumbleweed version and Boinc manager. When I start Boinc manager, I see a message in the status bar that program create a connection to localhost, and after a while there is a message that the program ended three times abnormally with the question what to do next.

Under Ubuntu I have not this behavior, and the program worked without errors.

Try running sudo /etc/init.d/boinc-client start in a terminal. If the client has not been started automagically, that should start it.
and see if that resolves it. also check that under option>Other "Run the client" is checked.

Another thing you could do is run Top in a terminal to see if the client is running.
