Just installed Boinc on new I9 Windows 10 Enterprise laptop.
When starting up Boinc manager - it appears to timeout and then displays the error above.

I've manually executed boinc.exe in the program files area - and let it run in CMD line mode - and tried to start Boinc manager again - but it reports same error. I see the CMD line boinc is able to log in to my account at Seti and start up successfully.

This is windows build 1809 17763.316

I've been running this in other machines - no issues - not sure were the issue is.
