Windows 10 family v18.09
Boinc 7.14.2

it's the same just by restarting BOINC

it's been like that for a week... nothing abnormal before ...

The only notice I get is

Can't detect VirtualBox because this is a 32-bit version of BOINC; to fix, please install a 64-bit version.

I still haven't managed to get the 64bit version to run under WINE.

Do BOINC Manager->Options->Other options->Notice reminder interval->Never and the reminder balloons will go away.

Do BOINC Manager->Options->Other options->Notice reminder interval->Never and the reminder balloons will go away.

it's radical as a solution (no more notification at all) but it works

The control that Ageless described prevents the balloon alerts (which some might find intrusive), but it does not prevent the information from sitting silently in BOINC Manager for you to refer to, or ignore, at your discretion.

what I don't understand is why BOINC tells me a notification when there is none ... :)

I just checked.
I got nothing in the notices tab, even though it said there was 1 message.
BUT
There was the following line in the Event log, in red:

14/01/2019 6:51:07 AM | | A new version of BOINC is available (7.14.2). Download
