On this wiki page:
There is this line of instructions on how to download boinc from the command line:
sudo aptitude install boinc-client boinc-manager
It doesn't work. Substitute apt-get for aptitude and it will work fine.

If you haven't installed aptitude, it won't work for you. Doesn't mean that this is an error in the install instructions.
