Unlike the desktop BOINC manager, the Android BOINC manager does not have the option for the user to say "No new tasks". This means that the only way to cease contributing to a project is to turn off the client (or remove a project) while a task is partially done (which means wasted work, and an unfinished work unit from the perspective of the project).

It would be nice if this setting were available on the Android BOINC manager. Is the Android BOINC manager still under active development? Can a feature request be submitted? If so, where would one submit this request?

Best request that as a feature through https://github.com/BOINC/boinc/issues, which is where the volunteer developer of BOINC for Android is most likely to check.

On my BOINC version 7.4.41 on Android if I go to the Projects list and tap a project I get the Allow new tasks/No new tasks as an option in the menu !

And it's the same on Boinc 7.4.53 for Android.

Oh, I see it now - thank you. It should be noted, however, that it is black text on a dark blue background, and therefore very difficult to read. I wonder if the text could be made white?
