You can't have the Data directory in the Program Files Directory, it has to outside it (for security reasons), Normally for XP it is: C:\Documents and Settings\All Users\Application Data\BOINC\ and will be a hidden directory:

You should uninstall Boinc, Move your Boinc Data directory to somewhere outside the Program Files directory, then reinstall Boinc 7.0.28 using the Advanced menu to set the Data directory to it's new location.

Try to check 'Allow all users to control BOINC' during the installation.

Where is now the 'Data directory'?
(e.g. D:\BOINC_Data should work)

Before the problem happened BOINC ran very well

So what did you do to start "the problem"?
New BOINC install?
BOINC install from different user account in Windows (not the 'Administrator')?
...
