Upgrading to 5.2.13 caused me to have comm issues between BOINC Manager and the local host. I have since fixed the problem but offer the following as info to others:
1. I changed the info in my gui_rpc_auth.cfg file to blank - and added the carriage return,
2. I made sure boinc.exe was running
3. The connection worked!!!

For some reason boinc.exe did not load at startup - Boinc manager does however. I added boinc.exe to the windows startup group and voila it works!
