Can I set the maximum CPUs for a specific machine to a value different than the general or venue-specific setting? If so, how? If not, is there a way I can define additional venues? [If it matters, this is for Windows platforms]

Unfortunately, as far as I know the answers are "no, and no". Having more venues is a frequent request, but it's hard to know where to stop. Allowing people to create as many as they like would cause database problems very quickly, as a few people would create one for each of their many, many hosts.

Now, unless _all_ of your machines are multi-CPU, you should be able to use the existing venues maybe better than you think. If you set it to "3" for example, but you put a single-CPU host in that venue, it's not going to hurt anything. So if you're trying to limit a Quad to using 3 CPUs, just put the Quad in with all the 1-CPU boxes and set the max to 3, and you're okay.
