I have just downloaded and installed BOINC after a holiday of approx. 8 years from SET@home. I try to conect to any of the projects and all I get is the error 'project temporarily unavailable'...
are all of them down? or am I doing something wrong?

SETI and Einstein definitely are up currently (as of 11:00 UTC). We need more information to analyse your problem. Go to the Messages tab of BOINC Manager and post the first few lines (30-40) after a restart of BOINC (or better a reboot) here.

Are you using a proxy? If so, what kind of proxy? Did you set it up through BOINC Manager->Advanced view->Advanced->Options?
Did you allow BOINC (boinc.exe) to go through the firewall (TCP port 80 and 443)?

HTTP proxy is set up via the menus
Windows firewall is setup for boinc.exe and boincmgr.exe

OK, just to make sure BOINC acknowledges your proxy correctly, let's force the authentication through the client command configuration file. Check this FAQ on how to set up the cc_config.xml file.

In short, make a cc_config.xml file in your BOINC Data directory (C:\Documents and Settings\All Users\Application Data\BOINC). To do so, open Notepad, add into it:

<cc_config>
<options>
<force_auth>basic</force_auth>
</options>
</cc_config>

Use Save As... and save the file as an All Files option. Do make sure that the file did not get the .txt extension, if it did, remember to rename the file so it only has the .xml extension!

The options for the <force_auth> flag are: <force_auth>basic | digest | gss-negotiate | ntlm</force_auth> .. it depends on the actual setup of your proxy which of the parameters you need.

When the file is saved in your BOINC Data directory, open BOINC Manager->Advanced->Read config file.

Now try to do communications again.

Who installed the proxy?
