This may have been addressed long ago. Does anyone know why BOINC Manager does not recognize SSE3 with these processors? Doesn't SSE3 make a difference with the "optimized" applications?

First off, BOINC Manager is just the GUI, it won't detect anything.
Second, BOINC (the client) won't detect any of these extra options either, but it will take them over from the operating system. So, if your operating system doesn't detect it, BOINC won't show it. Which doesn't say you can't use the options on the CPU....

I suppose you're talking about the Seti optimized applications. Look at this walkthrough to see how to go about that.
