I don't like boinc using all my computing power while i'm using the computer, so i set it to only use one processor. However, I'd like to be able to run boinc with both processors while the computer is idle, to get as much computing done as possible. Would this be difficult to implement?

It's already implemented.
Boinc uses SPARE cpu cycles. So, BOINC will run flat out until you want to use the computer, and then BOINC retires until you have finished.
I do all my work sharing time with BOINC, but if you do video processing, or something else very cpu intensive, there may be a problem.

You can also set your preferences to only run when you are NOT using the computer, and to start again n minutes after you stop.
