Am I misreading the article?

It seems the test for infection is on the server end.

`mkdir` is a Linux command. There's a Win equivalent (not that I know what it is). But how many Windows user would open up a command window and do that?

It seems the test for infection is on the server end.

The webserver gets "infected", having its hosted webpages modified to deliver the exploits, which then infect Windows machines.

`mkdir` is a Linux command. There's a Win equivalent (not that I know what it is).

The Windows equivalent is either 'mkdir' or 'md' (they're the exact same).
