Stupid question, but...
When the button on the BOINC Manager Projects tab READS "Allow New Work", is new work currently enabled, or do I need to click on it to allow new work?

The button reflects not the active command. So when the active command is set to "No New Work", the button shows "Allow new work".

You need to click it to get new work.
