Yes, but with caveats. I would not run BOINC on any laptop using all cores as a laptop will be stressing its cooling system. I don't have a laptop currently but when I get another one I will limit it to 1/4 of the processors which for the one I am thinking of getting will be half of the real cores.

Unlike (very) old CPUs modern ones can be limited by power usage and/or CPU temperature.
The same power usage/temperature can be reached with few cores running at a high frequency or more/all cores running at a lower frequency.

The cooling system must be able to deal with max limits.
If not this would be a design issue.

Example:
Recent AMDs typically throttle when 95 °C is reached.
This limit can be set to 85 °C or even 75 °C via the BIOS.

Possibly not but especially as I run testing work quite a bit, I would rather have fewer cores running flat out than running all cores but I guess that is more about my preferences than the question.
