I don't have any firewalls running but no matter what I do, BOINC Manager keeps telling me
Notice from BOINC
BOINC can't access Internet - check network connection or proxy configuration.

I have no idea what is wrong. I tried deleting everything, including Program Data and doing fresh installs. I tried turning the service off and back on. BOINC Manager shows "Connected to local host (7.16.20) and the service shows running in Task Manager.

Any ideas on what might be wrong? I can't add projects or transmit data because the program is not connecting to the internet apparently.

Check your Windows Defender and any firewall you have and make sure that BOINC is allowed to communicate with through them to (and from) the internet.

[Edit to add - while you don't have any additional firewalls Windows Defender does have a very rudimentary one built in, and that can be a grade one pain to set up properly]
