os: linux.
both of us want to run boinc with 25% max each of ram
(1) with our own respective account
(2) non-gui mode (is it possible to run in command line mode)
(3) on different terminals (i mean alt+f1, alt+f2, etc..)
(4) can we run simultaneously use both cpu and gpu (1 cpu project, 1 gpu project)

Sure why not. Just make two installations of BOINC in separate directories. Here is a guide to help.

its nearly decade ago, no issue. but concerned with statement
[Running more than one WUProp task on CPU threads can get the hosts banned though if there are more CPU tasks being used than CPU threads so be warned.]

I don't run WUProp, but I wouldn't be concerned. They are a stats aggregation/analyzing project and probably are worried about the analytics being affected.
