BOINC is a complex beast, with a difficult balancing act to do at times.
Sometimes it's just not possible to get it perfect.
And it's not helped when the user keeps trying to second guess things, and changes settings.

Best to just let it be, so that BOINC will learn from this event.

BOINC takes the "easy" route - In many it is very hard to up the priority of a running task, but it simple to do so for tasks that have not started. This is dependant on how the actual application was coded. Also, on detecting a task running into overtime BOINC will look at similar tasks and, if possible, promote them to avoid the situation occurring again (in the near future).
