Only noticed this on Windows boxes that after the last update, projects don't seem to start.
All the projects state:
4/27/2020 7:22:14 AM | Asteroids@home | Project requested delay of 7 seconds
4/27/2020 8:33:59 AM | Asteroids@home | Project requested delay of 7 seconds
4/27/2020 10:53:58 AM | Asteroids@home | Project requested delay of 7 seconds
4/27/2020 12:22:39 PM | Asteroids@home | Project requested delay of 7 seconds
4/27/2020 3:56:57 PM | World Community Grid | Project requested delay of 121 seconds
4/27/2020 6:10:42 PM | World Community Grid | Project requested delay of 121 seconds
4/27/2020 6:42:37 PM | Asteroids@home | Project requested delay of 7 seconds
4/27/2020 7:41:10 PM | World Community Grid | Project requested delay of 121 seconds
4/27/2020 10:04:10 PM | World Community Grid | Project requested delay of 121 seconds
4/27/2020 11:21:56 PM | World Community Grid | Project requested delay of 121 seconds

They don't seem to ever start now.
Funny that seems to only be on Windows boxes, I have three Linux boxes with two different distros that don't suffer this.
This is by the way after uninstalling, reinstalling, uninstalling running registry cleaner, trim, everything I can think of to get it to work..
No other issues with this particular PC what so ever.
Should I trky going back to previous version and see if this corrects it?

The tasks do start, you just don't see it because the default log flags task, sched_ops and file_xfer aren't on by default in 7.16.5 due to a bug. One that took me quite a fight with the developer to get fixed. No ETA on a BOINC with the fix in it, so a workaround is to make a cc_config.xml file with these flags selected. To do that, use advanced view, options, event log flags, immediately Save. That will activate those flags and show everything working again.

As for the 121 seconds, read Richard's answer to your same question here: https://boinc.berkeley.edu/dev/forum_thread.php?id=13642&postid=98078 (ignore my questions in the same thread).

Since this seems to be becoming a thing, let's be clear about it.

The 'delay' in the message is: Please don't ask this project for new work for xxx seconds.

It's absolutely routine, and is sent every time you contact any project, for any reason. Each project sets their own delay value, and they vary from 7 seconds to (at least) 3636 seconds - 1 hour plus 1%.

It says nothing at all about the processing of tasks on your computer. It also says nothing at all about whether the project has sent you any new tasks or not.

For whether or not tasks have been received and are running, look at the tasks page in BOINC Manager. To enable normal Event Log display, open the Event Log options page (Ctrl+Shift+F), and click 'Save'.
