I'm trying configure my linux x64 boinc client to work only when my setup is not inuse and when the non boinc cpu isn't above 50%.
I've ticked the the suspend if in use for both system and gpu. I've set the timeout to 5 minutes and ticked the suspend when cpu of non boinc is set and set it to 50%.

I've let it work abit and fired a firefox compilation, I assumed that boinc will go into suspend, that didn't happened.
how does boinc detects such values?

Have you checked the non-BOINC usage? I’m not convinced that just running up Firefox will take you over 50%.

Run up the system monitor and have that on screen alongside the BOINC manager with the tasks sorted by CPU %, that will make it clear when you’re over 50% and you can see is BOINC goes into suspend.

please notice I didn't fired up firefox, I fired up firefox compilation.
rest a sure that with 17 jobs and lto + pgo enabled, the system's cpu usage gets above 50%

I think same issue on my Mac. Other task CPU usage more then 10%, but don't suspend the boinc client:
