Boinc does not run on this machine, it says it is installed but will not connect with client and will not download any projects.it either says the project is busy or not connected to client. Any suggesstions?
Computer: Dell Core I5
Software: Windows 10 Pro
Boinc version: 7.14.2 (x64)

Perhaps post the first 30 lines from the Event Log here, so that we can see what it's doing. Or not doing.

I had the same. Some windows 10 versions (64 bit) for an unexplained reason, don't connect.
I was able to get the 32bit version to work.
On my other PC, with exactly the same Windows (10 home 64bit), the 64bit Boinc client worked without issues.

My recommendation, is to install the 32 bit version.
THere's really not a lot of difference between them, both run most projects just fine.

I think it has been explained.

The Manager can't connect to the client, because the client has crashed. The client crashes because the communications security library (libeay32.dll) crashes on some low-power CPUs in 64-bit applications. BOINC will be deploying a newer version of libeay32.dll in the next release, in an attempt to cure this problem.

I wonder if this will cure the problem of the 64bit version crashing under WINE?

Thanks for the info. Downloaded the 32 bit version with virtual box and it runs but will not add any projects. Until Boinc comes out with an update, I guess Boinc and this machine just are not going o get along.

Well, Boinc just came out with a new version so I downloaded and installed it and now it connected to the local host for a moment then disconnected and now will not reconnect.
I guess that Boinc is just not going to run on this machine. Time to uninstall and clear it out of the registry.

Just uninstall present BOINC. Then go to this page https://boinc.berkeley.edu/download_all.php and download version 7.14.2 for Windows 32bit and install that. You may have to change the path for the programs directory to be C:\Program Files (x86)\BOINC as it'll be at C:\Program Files\BOINC\ due to the earlier 64bit installation. But other than that...

PS: BOINC hasn't had a new version since September of last year. And that version is a beta, which can have bugs, but certainly won't fix the problem you're having as it doesn't have a fix for it. We're waiting to see if the next beta (7.16.4) will have that fix.

Try downloading and installing https://boinc.berkeley.edu/dl/boinc_7.16.4_windows_x86_64.exe as it has the fixed library file in it and should now work.
Mind again to change the installation directory from C:\Program Files (x86)\BOINC to C:\Program Files\BOINC as the installer does not do this automatically.
