how does boincmgr decide who's next?

I'm running two projects, milkyway and seti. My milkyway tasks have a deadline that's about 2 weeks away and seti tasks have deadlines that are 2 months away. boincmgr seems to prefer to start a seti project over a milkyway project despite the time difference. Is there a reason for this? The 2 projects do have different resource shares (25 for mw and 75 for seti) which I assume is some of the difference.
Thanks for any "edumacation" you can provide.

boincmgr version 7.12.1

Tasks are run normally in a "First in First out" sequence. Unless a task is perceived by BOINC to be unable to be completed by its deadline in which case it runs in a priority mode.
