Not sure if this is a project specific issue, but my GPUGrid tasks vary in complexity, content, and run time. They're all clocking in at an estimated 5,000,000 GFLOPS.

Does BOINC calculate this locally, with a maximum for estimating project size, or does each project's administrator type it somewhere manually?

Some project administrators type it in manually, some have a complex formula which derives a value from some characteristic of the task data, and some think of a number and stick with it.
